Jaya Baloo is currently the COO & CISO at a Stealth Startup. She has been working in the field of information security with a focus on secure network architecture for over 20 years. She is the former CISO at Avast, and prior to that was CISO at KPN, the largest telecommunications carrier in the Netherlands. Jaya serves on boards of Yubico, the Cyber Threat Alliance, TIN Capital, & the Dutch NOS. Jaya is recognized as a top 100 global CISO and ranks among the top 100 security influencers worldwide. In 2019, she was selected as one of the 50 most inspiring women in the Netherlands by Inspiring Fifty. In 2022 she received an honorary doctorate from the University of Twente for her contributions to the field of Cybersecurity.

Francisco C. Santos is a Portuguese academic and researcher. He is Full Professor at Instituto Superior Técnico (IST), University of Lisbon, currently serving as Vice-President of the Portuguese Science Foundation (Fundação para a Ciência e Tecnologia, FCT).

He received his PhD in Computer Science from the Université Libre de Bruxelles, Belgium, as a Marie Curie PhD Fellow at the Institut de Recherches Interdisciplinaires et Intelligence Artificielle (IRIDIA). After his PhD, he became a FNRS senior researcher (Machine Learning Group, ULB, Belgium). In Lisbon, he co-headed the Group of Artificial Intelligence for People and Society (GAIPS) at INESC-ID, and the interdisciplinary group ATP.

His research lies at the intersection of computer science, evolutionary biology, economics, and physics. His current work focuses on problems related to the evolution of cooperation and social norms, environmental governance, network science, and the impact of technology on human behavior. The topics of his publications also include city planning, history, robotics, machine learning, ecology of cancer, and particle physics.

As a researcher, Francisco was honored with the Young Scientist Award for Socio-Econophysics of the German Physical Society, the CGD / University of Lisbon prize in Computer Science, and a Blue Sky award from the Association for the Advancement of Artificial Intelligence, among other prizes. As a professor, he was recognized with the 2022 IST Outstanding Teaching Award from IST's Pedagogic Council, and several IST Excellence in teaching awards, one for each year he has taught at IST, based on outstanding students' feedback evaluations.

O Contra-almirante António Gameiro Marques é licenciado em Ciências Militares Navais, Classe de Marinha. Prestou serviço em vários navios da Armada e, após frequentar a especialização de Comunicações na Marinha, concluiu em 1987 o Mestrado em Electrical and Computer Engineering que frequentou na Naval Postgraduate School em Monterey na Califórnia, EUA.

Esteve envolvido na equipa de projeto dos sistemas de combate das fragatas da classe Vasco da Gama da Marinha Portuguesa, tendo igualmente feito parte da equipa de treino e avaliação internacional daqueles navios no Reino Unido.

Após a frequência do Colégio de Defesa da OTAN em Roma, foi, de outubro de 2004 a outubro de 2007, o conselheiro militar de Marinha do Embaixador de Portugal junto da Aliança Atlântica no respetivo Quartel-General em Bruxelas, onde cumulativamente representou Portugal na estrutura responsável por todos os assuntos relacionados com as tecnologias de informação e comunicação da Aliança Atlântica.

Frequentou o 39º Programa de Alta Direção de Empresas (PADE) da Escola de Negócios AESE/IESE.

Foi promovido ao posto de Contra-Almirante a 27 de novembro de 2008. Foi o Chief Information Officer (CIO) da Marinha durante cerca de 4 anos, Secretário-Geral Adjunto do Ministério da Defesa Nacional durante os 3 anos seguintes e desde 1 de setembro de 2016 é o Diretor-Geral do Gabinete Nacional de Segurança, sendo, por inerência, a Autoridade Nacional de Segurança. O Centro Nacional de Cibersegurança encontra-se na estrutura do GNS.

Vanesa Diaz is the CEO of LuxQuanta, bringing to the role over 20 years of expertise in the Telecommunication industry, with the majority of her career focused on developing new international markets for the multinational Corning Optical Communications. Diaz graduated with honors from the University of Cantabria, where she obtained a Master's Engineering Degree in Telecommunications. Com uma experiência de cerca de 28 anos no mundo das tecnologias de informação, iniciou a carreira como administrador de sistemas na EDP Distribuição, tendo posteriormente transitado para a EDINFOR onde participou em diversos projetos internacionais de desenvolvimento de soluções como analista, programador e formador. Mais tarde assumiu funções de gestão de projeto tendo abraçado a área de Segurança em 2008, quando assumiu a liderança da Security Practice na Logica Iberia. Atualmente, desde 2010, é diretor pela área de Segurança da Informação e Risco IT no Grupo EDP, atuando como CISO (Chief Information Executive Officer) global no Grupo EDP. 

Concluiu em 1995 a licenciatura em Engenharia Eletrotécnica e de Computadores pelo Instituto Superior Técnico, tendo mais tarde concluído uma Pós Graduação em Sistemas de Informação (POSI) na mesma instituição. Possui também um MSc em Information Security pela Universidade de Carnegie Mellon e um Mestrado em Segurança Informática pela Faculdade de Ciências da Universidade de Lisboa". Posteriormente concluiu com sucesso o Executive MBA da AESE. Atualmente é aluno de Doutoramento de Ciências Políticas no ISCSP (Instituto Superior de Ciências Sociais e Políticas).

Pedro Alberto é Professor de Física da Universidade de Coimbra, com um doutoramento em Física Teórica. Há mais de 25 anos que tem estado envolvido em atividades de Computação de Alto Desempenho (HPC) em Portugal e na Europa, incluindo a participação em múltiplos projetos, entre os quais 13 projetos europeus. Destes projetos, vários estão relacionados com a Infraestrutura de Computação Avançada Europeia PRACE, em cuja Assembleia representa a Universidade de Coimbra como "lead member". 

É membro de dois órgãos de aconselhamento em HPC a nível europeu, e coordena o Laboratório de Computação Avançada da Universidade de Coimbra, uma infraestrutura do Roteiro Nacional de Infraestruturas Científicas da FCT. Recentemente tem-se interessado sobre a interligação entre HPC e a Computação Quântica, tanto na parte da simulação, como na parte de infraestrutura física, integrando o grupo Quantum@UC na Universidade de Coimbra.

Lois Orosa is the director of the Galicia Supercomputing Center (CESGA) since March 2022. As part of his responsibilities, he is leading the Galicia Quantum Technology Hub, which has a investment plan of 154M de euros with the goal of strategically positioning the region of Galicia as a reference in Quantum Technologies in Europe. Lois Orosa obtained his PhD in Computer Architecture from University of Santiago de Compostela in 2013. Before becoming the director of CESGA, Lois was a senior researcher at ETH Zürich (Switzerland) during more than 4 years, and a postdoctoral researcher at the University of Campinas (Brasil) during more than 3 years. He was a visiting researcher in multiple international research institutions, including companies like IBM or Xilinx, and Universities like University of Illinois at Urbana Champaign (UIUC) or Universidade Nova de Lisboa (Portugal). He authored more than 25 papers in top computer architecture venues like ISCA, MICRO, or HPCA.

Yasser Omar é licenciado em Física pelo Instituto Superior Técnico (IST), e doutorado em Física pela Universidade de Oxford. Actualmente, é professor do IST, onde fundou e lidera o Physics of Information and Quantum Technologies Group, e é membro correspondente da Academia das Ciências de Lisboa. Os seus interesses de investigação centram-se na computação quântica, na internet quântica, e nas vantagens energéticas das Tecnologias Quânticas. Na última década, ganhou mais de 12 projectos de investigação europeus e um americano no domínio das Tecnologias Quânticas. Em 2019, fundou o QuTe Lab – Quantum Technologies Laboratory, onde se demonstrou pela primeira vez em Portugal comunicações quânticas sem-fio. É membro do conselho consultivo da Quantum Technology Initiative do CERN, e é presidente do PQI – Portuguese Quantum Institute. Criou, com colegas de mais de 65 países, o Dia Mundial Quântico – 14 de Abril, e está envolvido na coordenação do Ano Internacional da Ciência e Tecnologias Quânticas – 2025, da ONU.

Luis Paulo Santos is an Associate Professor at the Dept. of Informatics, Universidade do Minho, and Researcher at INESC TEC, Portugal. His research interests include Quantum Computing, Global Illumination and Parallel Processing, having published several papers on conferences and journals. In 2019 he joined the International Iberian Nanotechnology Lab (Braga, Portugal) as a Research Associate.

He has been developing new algorithms for current noisy quantum computers, including combinatorial optimization, reinforcement learning, amplitude estimation and eigensolvers. He integrates the team of a recent European Project, EuroQHPC, on integrating quantum and classical systems.

Almudena Justo has extensive experience in executive positions in business development, and management of public-private innovation ecosystems and technology transfer in different fields, at an international level. She has worked on different public-private strategic digital transformation projects at the European level, smart city projects and implementation of low emission zones, digital transformation of the water sector, among others.
